A Pastoral Measure is used whenever a proposed change to a parish is being considered. For example, if a number of parishes were to be brought into a benefice together, or changes to a parish boundary were proposed, a pastoral measure would be used. In time, if the proposal was agreed, it would lead to a formal pastoral reorganisation.
